Press release

The Ministry of Economic Affairs and Employment, the Ministry of Defence and the Ministry of the Environment will appoint a rapporteur to investigate how to increase wind power construction in eastern Finland. Lieutenant General (ret.) Arto Räty will serve as rapporteur.

The preconditions for wind power construction in Finland are not equal in the different regions. The adverse effects of wind power stations on the environment and the statutory duties of public authorities are assessed on a case-by-case basis.

The Ministry of Economic Affairs and Employment and the Ministry of Defence have previously commissioned a separate study on the obstacles that implementation of wind power projects supported by the Defence Forces face. That report is scheduled to be completed by 30 September 2022.

The report by Räty will focus on eastern Finland. The report aims to investigate any technical and operational solutions for removing obstacles and delays related to wind power construction and regional surveillance in eastern Finland as part of the reform of national energy policy and better realisation of regional equality.

The rapporteur will consider the results of previous studies.

The rapporteur’s term will begin on 1 October 2022 and end on 31 January 2023 when he is to submit the report, a related assessment and proposed measures to the Ministry of Economic Affairs and Employment, the Ministry of Defence and the Ministry of the Environment.

The Ministerial Working Group on Preparedness will monitor and evaluate the report’s preparation.
