Medium-term Climate Plan circulated for comments
The Ministry of the Environment requests comments on the draft Medium-term Climate Plan. The plan sets out the emissions reduction measures to be implemented in the effort sharing sector. Comments may be submitted from 2 July until 20 August 2025.
The Medium-term Climate Plan (KAISU) prepared under the lead of the Ministry of the Environment covers emission reduction measures in the non-emissions trading sector, i.e. the effort sharing sector, which respond to EU obligations. The effort sharing sector comprises emissions from transport, agriculture, building-specific heating, non-road mobile machinery and waste management, and F-gas emissions.
The plan includes an assessment of the development of emissions, measures to improve the effectiveness of the existing emission reduction measures and additional measures that promote the achievement of the climate targets. The obligation under the EU Regulation is to reduce emissions in Finland's effort sharing sector by at least 50 per cent from the 2005 level by 2030. At the moment, emissions have decreased by around 26 per cent.
“With the proposed package of measures under the Medium-term Climate Plan we will fulfil Finland’s EU obligation to reduce emissions during the period 2021–2030,” Minister of Climate and the Environment Sari Multala says.
Important new measures in the transport sector include various support mechanisms aimed to accelerate the renewal of the vehicle fleet and to further improve energy efficiency in the transport system. In agriculture, the focus will be on reducing emissions from peatland fields, carbon sequestration in mineral soils and reducing emissions from manure treatment. The transition to cleaner energy sources will be promoted in the heating of buildings and in non-road mobile machinery. The EU's new Emissions Trading System ET2 to be introduced in 2027 will extend emissions trading to the distribution of fuels.
The Medium-term Climate Plan also proposes cross-sectoral measures that promote the circular economy, encourage consumers to make climate-friendly choices and support climate work by municipalities.
The Medium-term Climate Plan is part of the planning system under the Climate Act.
Consultation open to everyone
The Medium-term Climate Plan is circulated for comments from 2 July until 20 August 2025.
Comments may be submitted by all organisations and private individuals at lausuntopalvelu.fi (in Finnish and Swedish). The feedback received from the consultation round will be analysed and summarised to support the finalisation of the plan. The Government is to submit the plan as a report to Parliament at the end of 2025.
