Central and local authorities to increase noise abatement co-operation

The Finnish Government has today made a resolution aimed at lowering environmental noise levels and diminishing exposure to noise. To achieve this, it is necessary to take noise abatement into account in the planning and performing of all noisy activities. This calls for increased co-operation between central and local authorities in a number of fields.

Every sixth Finn is exposed to environmental noise daily, that is to say, resides in an area where daytime noise levels exceed the target value decided by the Government, i.e. 55 dB (decibel). In 2020, the number of those exposed to noise should be one fifth less. Inside buildings, the noise level should not, either night or day, exceed the target values decided by the Government.

The need for noise abatement is particularly acute in residential areas where the daytime equivalent noise level exceeds 65 dB. Moreover, noise levels have to be curbed in the vicinity of teaching and nursing institutions as well as near recreational areas. Quiet areas will also need to be preserved as such.

The best means of combating noise is to attack it at source. Other methods include preventing the spread of noise, considering carefully the locations of different functions, and protecting areas or buildings exposed to noise.

In preventing noise, land use and traffic planning and implementation are focal. Moreover, construction and repair activities on dwellings play an important role. Additionally, noise-curbing solutions are required in the design, acquisition and use of vehicles, various types of equipment and engines.

An evaluation of goal achievement will be made in 2011.
