Starting points

Ravinteiden kierrätyksen edistämistä ja Saaristomeren tilan parantamista koskeva Raki-ohjelma käynnistyi vuonna 2012 ja sitä on toteutettu jo kolmen hallituskauden ajan. Vesien suojelullisten tavoitteiden rinnalle ovat nousseet kiertotalouden edistäminen, huoltovarmuuden turvaaminen sekä energiamurrokseen ja ilman suojeluun liittyvät tavoitteet. Kierrätysravinteita ja uusiutuvaa energiaa tuottamalla lisätään myös ravinne- ja energiaomavaraisuutta.

Kierrätysravinteilla voidaan korvata neitseellisistä raaka-aineista valmistettuja epäorgaanisia lannoitevalmisteita ja uusiutuvalla energialla fossiilisia polttoaineita ja samalla vaikuttaa kasvihuonekaasupäästöjen vähenemiseen. Vihreää siirtymää edistäviä ravinteiden kierrätyksen ratkaisuja kehittämällä luodaan uutta liiketoimintaa, työpaikkoja ja vientimahdollisuuksia.

Ympäristöministeriön avustukset liittyen maatalouden huoltovarmuuspakettiin ja EU:n elpymis- ja palautumistukivälineeseen (RRF) ovat olleet haettavissa lokakuun 2022 ja helmikuun 2025 välisenä aikana. Avustuksiin on ollut käytettävissä noin 49 miljoonaa euroa vuosina 2022 – 2026.
