National climate tools and models
Part of the funding of the Municipal Climate Change Solutions Programme has been used for procurements at national level that enable climate work in all municipalities and regions, for example by developing common operating models, communication materials, knowledge base and training. The data are freely available for use by municipalities.

The Finnish Environment Institute’s KILTOVA project created a knowledge base and a plan to support the impact assessment of measures in urban climate programmes. The calculation data is attached as part of the Finnish Environment Institute’s emission scenario tool.

The Association of Finnish Local and Regional Authorities has published a support package to support the climate work of municipalities. The video and guide in the package are intended to support municipal leadership and decision-makers in understanding and planning climate work. - Recipe book for climate leadership (motiva.fi)
The climate leadership project, coordinated by Motiva, examined best practices and development targets for municipal climate leadership through intermunicipal peer review. The recipe book helps to identify the development areas of climate leadership in your municipality. - ILMAVA – Climate leadership training for municipalities (localfinland.fi)
The ILMAVA – Climate leadership training for municipalities project coordinated by the Association of Finnish Local and Regional Authorities comprised coaching for the top management of municipalities to support the climate objectives of municipalities. The ILMAVA project created models and guides that anyone could use to support the climate work of municipalities. - KIVAT – Operating models for accelerating municipal climate action (ekokumppanit.fi)
The KIVAT project implemented by Parikkala, Pirkkala, Rovaniemi, Seinäjoki, Vantaa and Äänekoski in cooperation with EcoFellows Ltd prepared communication and background materials for accelerating the climate work of the residents of the municipality on the following themes: energy renovations, abandonment of oil heating, zero waste, climate-smart school food, mobility campaigns and the involvement of young people. - Climate action in Finnish municipalities and regions 2021 (kuntaliitto.fi)

The REIVI project of Motiva, the Finnish Environment Institute and the municipalities in the FISU (Finnish Sustainable Communities) network created effective tools and cooperation models for municipalities and companies to accelerate companies’ climate work. - REETTA – Municipalities’ financial and climate management (fisunetwork.fi)
The REETTA project, implemented by the FISU network, promotes the integration of climate and economic leadership in municipalities. The aim of the project is to identify ways of linking the practical implementation of climate targets to the financial management of the municipality and its processes, and thus more strongly to the normal operations of the municipality. - REIJO – Knowledge-based management in resource-wise municipalities (fisu-verkosto.fi)
The REIJO project implemented by the FISU network aims to find new ways to collect different kinds of data on resource-wise action and make even better and more effective use of this. The project is based on the REETTA project on municipalities’ financial and climate management. - Climate roadmaps of ELY Centres (ely-keskus.fi)
ELY Centres’ own climate work has been developed through a roadmap project, which has systematically reviewed the climate connections of various statutory tasks. Based on the work, the most significant climate priorities in the work of the ELY Centres have been systemic change, mitigation and adaptation.
