Qualifications of building designers and site managers approved by construction supervision in 2020–2024 extended until 2030
By its decision, the Ministry of the Environment has extended the approval of the qualifications of building designers and site managers approved by all construction supervision authorities of municipalities between 1 January 2020 and 31 December 2024 as qualifications under the Construction Act until 1 January 2030.
The designers and site managers can act in corresponding tasks in terms of both the difficulty class and the intended use of the construction project.
With the Construction Act that entered into force in 2025, the building design and site management tasks became regulated professions. Designers and site managers must prove that they are qualified to undertake conventional, difficult, very difficult and exceptionally difficult design and site management tasks by a certificate issued by a body authorised by the Ministry of the Environment.
Many professionals engaged in building design and site management tasks have not yet received a qualification certificate. The transitional period for acquiring a qualification certificate under the previous decision of the Ministry of the Environment ends at the end of this year. The decision that has now been issued ensures that qualified designers and site managers can practice their profession until the qualification certificates under the Construction Act have been issued.
The decision also applies to construction professionals who have completed their degrees or qualifications outside the EU and EEA and hold the qualification approved by the construction supervision authority between 1 January 2020 and 31 December 2024.
The Ministry of the Environment will also explore other necessary measures related to the provisions on qualifications and the verification of qualifications of designers and site managers who have completed their degrees or qualifications outside the EU and EEA.
In early May, the Ministry of the Environment will organise a consultation event for stakeholders to gather feedback on the regulation related to the qualifications and possible needs for amendments.
