Process to update the strategy of the Ministry of the Environment and prepare the outlook review
During 2026, we will update our strategy as part of the preparations for the next government term. Our operating environment is changing fast, and the world looks very different today from what it was in 2022, when the current strategy was published. Because of this, we must consider how the changes in the operating environment also affect the Ministry’s long-term objectives and priorities. As an outcome of this work, we will produce the main strategic objectives and the measures linked to these up until 2035.
The strategy work will also serve as an input for the outlook review to be drafted by the public officials in the administrative branch, which will outline their main strategic objectives and measures for the next government term.
We invite you to participate in this work
The strategy will be updated in close cooperation between the Ministry’s staff, its administrative branch, the relevant stakeholders and other interested parties. With support from the Finnish Innovation Fund Sitra and Motiva, we will utilise the Voxit platform in this work.

Participate in the Voxit discussion on 16 March–13 April
In the discussion on the Voxit platform, a particular focus is on tensions related to target setting. Where do the views of different stakeholders diverge? Which targets should be prioritised? What kind of role should the Ministry of the Environment have as a driver of change?
The discussion opens on Monday 16 March 2026. New claims can be added for two weeks or until the maximum number is reached. Claims can be voted on until 13 April 2026. The results will be published at the end of April.

How to participate in the discussion?
The discussion takes place online on the Voxit platform. Participation is fully anonymous and no personal data is collected. The discussion proceeds through claims.

The discussion is moderated by the Ministry of the Environment and Motiva Oy. New claims are checked before they are published to ensure that they are relevant to the topic and appropriate.

What is a good claim like?
A good claim:
- is related to the topic at hand
- is clear and understandable
- is not a question
- deals with just one matter at a time
- is not targeted to an individual person
- does not contain personal data (names, addresses, contact details, etc.)
Please remember to keep your claims appropriate. The discussion works the best when everybody feels safe to participate.
Moderation – how are the claims published?
All new claims are checked before they are published. The discussion is moderated to make sure it remains appropriate, constructive and fair to all participants.
We will publish claims that:
- stick to the topic and take the discussion forward
- are respectful and appropriate
- are clear and understandable
- introduce new perspectives instead of just repeating claims that have already been published
- deal with matters and processes, not individual persons
- do not contain personal or other identifiable data
- do not contain clearly incorrect information.
If necessary, we will revise the claims for clarity so that they are easy to understand and translate. New claims are moderated and published only from Monday to Friday.
