Project to support development of one-stop model for permitting practices of energy projects and procedures related to environment
The project, led by the Ministry of the Environment, aims to support the work on streamlining the permitting procedures for renewable energy and green investments. The project is funded by the European Union via the Technical Support Instrument, and implemented by PwC, in cooperation with the European Commission.
The project ‘Accelerating permitting for renewable energy and green investments’ explores ways to speed up the deployment of renewable energy projects, in line with the green transition objectives. At the same time, it is important to ensure that the environmental requirements concerning the projects are met. The project will look into ways to streamline procedures related to the environment, the possibilities to find solutions through legislation, and ways to promote the digital transformation. The aim of the project is to recommend solutions by which the permit applications will be centralised to a single service point and digitalised in a way that makes them user-friendly. The alternatives to be proposed will be based on a model where a single authority is responsible for managing and coordinating the permitting process.
The outcomes of the project will be utilised in the preparation of the reform of the regional state administration that is based on the Government Programme and in the project of the Ministry of the Environment concerning the one-stop model for services connected to it. The project on one-stop services focuses on the one-stop model to be created when the new permit, guidance and supervision authority is established and on the preparation of the legislative amendments needed to promote permitting procedures that are in line with the one-stop model.
A large number of stakeholders will participate in the project work, which will also include learning from practices and systems that have proven successful in other countries.
The kick-off event of the project took place on 21 November. Representatives of the European Commission and the PwC team that serves as an adviser in the project were also present.
